Anti Virus Protection.
Many files for mugen will be downloaded files. Some of them that you will find on your own may carry viruses. While I may offer sites I myself trust. IT is up to you to risk downloading them. I am not responsible in the event you are attacked by a virus. IF you need any advice on getting a good anti-virus, you may pm me for more info.Other than that ensure, your anti-virus is up-to-date.

search for the English or your language version and download and install. This is a commonly used program to extract compressed files. Mugen uses this to transfer easy access to characters. stages, and many other things.
Mugen
You may go here and search for the latest version for mugen. Mugen is a ever changing beta program and over time, newer versions will come along. While a good idea to have the more latest one, having older ones won't be a hassle or something to worry about.
